فَاستَخَفَّ قَومَهُ فَأَطاعوهُ ۚ إِنَّهُم كانوا قَومًا فاسِقينَ

So he bluffed his people, and they obeyed him. Indeed, they were [themselves] a people defiantly disobedient [of Allah].
